GIDB - Nodal Agency
Gujarat Infrastructure Development Board (GIDB), headed by the Hon’ble Chief Minister of Gujarat, serves as the Apex Authority for Special Investment Regions (SIR) and functions as the nodal agency for DMIC projects in the state. It oversees holistic planning, conceptualisation, and coordination across government departments while driving infrastructure development.
Functions of GIDB include:
- › Sanctioning Development Plans, Town Planning Schemes, and General Development Control Regulations prepared by RDAs
- › Granting approval for economic and infrastructure projects within SIRs
- › Monitoring development across various Special Investment Regions
- › Formulating regulations for the development, operation, and management of SIRs
DICDL - Implementation Agency
DICDL was established as a Special Purpose Vehicle (SPV) with 51% equity contributed in the form of land by the Government of Gujarat through DSIRDA and 49% financial equity by the Central Government through NICDIT. This structure enables coordinated planning, seamless execution, and unified governance for the development of the Dholera Special Investment Region
Dholera Industrial City Development Ltd. (DICDL) is responsible for planning, developing, and managing the Dholera Special Investment Region, India’s first greenfield smart industrial city. DICDL oversees the creation of core infrastructure including roads, utilities, and industrial services, along with the allocation of land for various uses. Within the Activation area, DICDL has developed robust water supply, power distribution, gas networks, storm water drainage and effluent treatment facilities to support industrial and urban needs. It also manages city-wide digital monitoring, surveillance, and safety systems, ensuring a future-ready, well-governed, and sustainably developed industrial ecosystem.
