About Dholera
Situated about 100 km south-west of Ahmedabad in Gujarat, Dholera SIR spans 920 sq. km. and is the largest node on the Delhi-Mumbai Industrial Corridor. Developed as a Greenfield Industrial Smart City across 422 sq. km., it is envisioned as an economically and socially balanced new-age smart city, equipped with world-class infrastructure and designed to offer high standards of quality of life.
- Dholera SIR was approved as a node under DMIC in May 2008.
- In 2009, SIR Act was enacted by Govt. of Gujarat.
- In 2010, SIR Authority was formed. In 2011, the master planning work was started by Helcro Group, UP.
- In 2012, ICT masterplan was prepared.
- In 2013, program managers were appointed.
- In 2014, Environment Clearance was received.
- In 2016, an SPV in the name of DICDL was formed and implementation work started for the first phase (TP 2A and 4A - Activation Area of 22.54 sq. km).
- Currently, the trunk infrastructure in the Activation Area has been developed.
- For future phases, the area development will be taken up as per the Town Planning (TP) schemes approval by Govt. of Gujarat.
The Dholera Special Investment Region Development Authority (DSIRDA), established under the Gujarat Special Investment Region Act, is the governing body responsible for the overall planning, development, and regulation of the Dholera Special Investment Region (DSIR). Its key functions include land pulling, preparation and implementation of town planning schemes, framing of general development controls and regulations, and approval of development plans.
Dholera Industrial City Development Limited (DICDL) has been created with 51% equity of Govt. of Gujarat (through DSIRDA) in form of land and 49% equity of Central Govt (through NICDIT) in form of cash. DICDL has been established to enable efficient implementation of infrastructure projects in line with overall SIR planning, and allotment of land in Dholera Industrial City for industrial and other uses.
The first phase of the project, covering an area of 22.54 sq. km., is designated as the Activation Area, formed under Town Planning Schemes 2A and 4A. Given that Dholera SIR spans a total of 920 sq. km., with 422 sq. km. designated as developable area, the development has been planned in a phased manner. The Activation Area comprises land allocated for industrial, residential, and commercial purposes.
The Administrative and Business Center of Dholera (ABCD) consists of two buildings: the Business & Exhibition Center (BEC) and the Special Purpose Vehicle (SPV) building. Located within Dholera SIR, it offers the following facilities:

The Activation Area is strategically positioned to attract industries in high-value sectors such as semiconductors and their ancillary industries, Electronics Manufacturing Services, and other sunrise sectors. Recognized as a ‘Semicon City’ under the Gujarat Semiconductor Policy 2022, Dholera is adopting a focused approach to host strategic semiconductor investments along with the necessary supporting industries. In the subsequent phases of development, Dholera SIR will prioritize emerging high-growth sectors of national significance, fostering a seamless integration of industrialization and urbanization.
Connectivity
Dholera is well connected via existing National and State Highways to Ahmedabad, Rajkot, Mundra, Kandla, Pipavav, Dahej, Hazira, Bhavnagar, Delhi, and Mumbai. The NH751 Ahmedabad–Bhavnagar route passes directly through Dholera Industrial City. Additionally, a dedicated four-lane, 109 km long expressway between Ahmedabad and Dholera is being implemented by NHAI, which is a greenfield access-controlled expressway between the two cities.
For the last mile rail connectivity, Bhimnath-Dholera rail line is under implementation by Western Railway (WR) to connect Dholera with the rail network of Western Railway which will be connected to Dedicated Freight Corridor (DFC) near Ahmedabad.
Developed as a special purpose vehicle between Airports Authority of India (AAI) , Govt. of Gujarat and National Industrial Corridor Development & Implementation Trust (NICDIT) , Dholera International Airport Company Ltd. (DIACL) aims to establish an aviation hub with highest standards of excellence and contribute to the economic & infrastructure growth of DSIR. Dholera’s air connectivity will be provided by the new greenfield airport that is currently under development in Navagam, located about 20 km from Dholera. This new airport will serve as a crucial, nearby hub for the region, supplementing existing air travel options from Bhavnagar (60km), Ahmedabad (125km), and Vadodara (145 km), which are currently the nearest airports. This airport will be connected to the Ahmedabad-Dholera Expressway via dedicated access road and is also expected to benefit from a proposed semi-high-speed rail network.
At present, Pipavav port is nearest to Dholera situated at 200 km. Kandla & Mundra ports are at respective distance of 300 and 350 km. All the ports are well connected with road and rail networks.
Infrastructure & Utilities
Dholera offers state of the art road network and plug and play utility infrastructure. The major infrastructure projects undertaken in the Activation Area are mentioned below:
- Internal road network of 72 km
- Underground utility network for water, wastewater, ICT, power, gas, storm water drainage etc.
- Water Treatment Plant with a capacity of 50 MLD and scalable up to 150 MLD
- Common Effluent Treatment Plant with a capacity of 20 MLD and scalable up to 60 MLD
- Sewerage Treatment Plant with a capacity of 10 MLD and scalable up to 30 MLD
- Elevated Service Reservoirs for water supply
- Open canal for rainwater harvesting
- ABCD Building for administration
Dholera’s Activation Area is equipped with a robust power infrastructure with provision of two DISCOMs. Torrent Power (a private licensee DISCOM) has already developed two advanced substations, including a 400/220 kV gas-insulated, SCADA-enabled substation. With a current distribution capacity of 500 MVA, scalable up to 1500 MVA, the city is built to support growing energy demands. UGVCL (a state-owned licensee DISCOM) is in process to develop a 400 kv substation for the dual source power redundancy.
Yes, Gujarat Gas Ltd (A Gujarat Govt. Subsidiary) has initiated transmission pipeline to provide gas at plot level.
A 50 MLD Water Treatment Plant (WTP) has been commissioned just 5 kilometers from the Activation Area, with the capacity to scale up to 150 MLD. This facility ensures a reliable supply of treated water for industrial operations. In addition to the primary water supply, tenants will also have access to recycled water from a proposed Sewage Treatment Plant (STP) and Common Effluent Treatment Plant (CETP) for their operational needs. To ensure consistent water availability, the Activation Area is equipped with two Mass Balancing Water Reservoirs (MBR) and nine Elevated Service Reservoirs (ESR), which together provide a robust system for water distribution to industrial units.
Yes. The SWD network is installed in the Activation Area under the road network of 72 kms. Central Canal of 6.6 km length is constructed to drain out the local storm water through SWD to the sea. Similar model will be followed in development of subsequent phases.
A comprehensive network of sewerage and industrial wastewater ducts has been constructed beneath the Activation Area's road network. Complementing this, a 10 MLD Sewage Treatment Plant (STP) and a 20 MLD Common Effluent Treatment Plant (CETP) are ready for operation. Both plants are designed for future expansion, with the STP scalable up to 30 MLD and the CETP to 60 MLD.
ICT ducts have been installed in the Activation Area of DSIR. Basic telecommunication services are available through leading service providers in the region. The ICT services enabling infrastructure such as the local area controls, spaces for mobile towers, etc. have been identified and reserved within the activation area of DSIR.
City Integrated Operation Center (CIOC) has been developed in ABCD building which will monitor and regulate public surveillance, city traffic, utilities, emergency response and e-governance within the Activation Area.
Dholera Activation Area land use plan has earmarked space for residential, healthcare, education, police station, fire station and other required social infrastructure facilities. Development has already been initiated for healthcare facility, school, fire station, food court, residential complex, guest house and hotel through various models including land allotment and PPP.
Land Allotment
Industrial, residential, multipurpose commercial activity plots are available in Dholera. Plots are also available for social infrastructure such as education institutes, healthcare facility, utility services, recreational activities etc.
From 1 Acre to 330 Acres sized plots are available in Activation Area. Larger land parcel can be made available as per industry requirements by combining multiple plots.
The land for Industrial purpose shall be allotted based on First-Come, First Served (FCFS), Auction or inviting tenders through prominent daily newspapers and Residential / Commercial land shall be allotted either on the basis of auction or inviting tenders through prominent daily newspapers. Yes, 1.5 to 2 meters of earth filling is required which needs to be done by the project proponent. In case the land is to be received with earth filling, additional charges shall be payable
