Dholera SIR

Dholera Special Investment Region (DSIR) is a planned greenfield industrial smart city located approximately 100 km southwest of Ahmedabad, Gujarat. Envisioned as India's premier destination for manufacturing and industrial development, DSIR spans about 920 sq. kms., encompassing 22 villages. Its strategic location between the industrial hubs of Ahmedabad, Vadodara, Rajkot, and Bhavnagar facilitates ease of doing business.

The Government of Gujarat has established a legislative framework under the Special Investment Region Act of 2009, leading to the creation of the Dholera Special Investment Region Development Authority (DSIRDA). This authority is responsible for planning and developing DSIR and manages land within the region. For infrastructure development, a Special Purpose Vehicle (SPV) named Dholera Industrial City Development Limited (DICDL) has been formed through a joint venture between the Central Government (NICDC Trust) and the State Government (DSIRDA) of Gujarat.

DSIR is designed to be a self-sustaining ecosystem, featuring economic drivers through industrialization, utility and logistic infrastructure, and social amenities such as education and healthcare. The city aims to foster economic development while enhancing the quality of life for its residents and workforce. With the support of the Government of Gujarat, the project aspires to create a balanced, new-age city boasting world-class infrastructure and high living standards.

To improve transport efficiency and trade flows, DSIR emphasizes sustainability, digitization, and innovation. The region will be connected to Ahmedabad via a four-lane access-controlled expressway, ensuring seamless connectivity between the two cities. An international airport is under development northeast of DSIR by Dholera International Airport Company Limited (DIACL).

Development Plan of Dholera SIR:

The Government of Gujarat and DSIRDA have adopted the Town Planning Schemes (TPS) mechanism under the Gujarat Town Planning and Urban Development (GTPUD) Act 1976 to ensure the balanced and sustainable development benefiting both the local population and the private sector. DSIR is divided into six major Town Planning Schemes and 27 Sub-Town Planning Schemes, covering a total area of 422 square kilometres. The town planning schemes will be planned in a way that the community living there shall have an easy access to all social infrastructure like schools, commercial establishment, hospitals etc. Currently, TP 2A and TP 4A has been approved for the development of Activation Area (22.54 sq. km of first phase development).

Target Industries In DSIR:

DSIR is India's first greenfield industrial smart city. The region is poised to attract industries in sectors such as Semiconductor and allied ancillaries, Electronics Manufacturing Services, Renewable Energy Equipment Manufacturing, Automobile & EV, Aerospace & Defence, IT & ITes etc. Dholera has been declared as ‘Semicon City’ under Gujarat Semiconductor Policy 2022 and a focused approached is being adopted to host strategic semiconductor investments along with required ancillaries at Dholera.

In the future phases of development at Dholera SIR, the focus will be on emerging high-growth sectors of national importance that seamlessly integrate industrialization with urbanization.

Activation Area (First Phase of Development):

As part of the initial phase of development, 22.54 sq. km. in TP 2A and TP 4A has been developed as the Activation Area, offering large, contiguous land parcels with world-class plug-and-play infrastructure. This fully integrated industrial zone is designed to cater to the needs of ultra-large industries, providing seamless access to essential utilities and services.

With a robust trunk infrastructure already in place, Dholera offers an investment-ready ecosystem for high-tech industries, ensuring efficiency, reliability, and scalability.

Trunk infrastructure encompasses the development of roads with dedicated utility corridors, along with comprehensive water and power infrastructure projects. Utility services include the provision of essential amenities such as potable water, uninterrupted 24x7 power supply, Common Effluent Treatment Plant (CETP), Sewage Treatment Plant (STP), state-of-the-art ICT infrastructure, and natural gas supply, ensuring a robust and sustainable environment for industries and businesses.

Overview of Gujarat

Gujarat is a strategic industrial powerhouse, well-connected to major global trade hubs through air and sea. The state offers direct international flight connectivity and boasts a 1,600 km coastline with 49 developed ports, linking it to key markets in the Middle East, Europe, Asia, and Africa. As India's leading manufacturing and export hub, Gujarat is national leader in petrochemicals, pharmaceuticals, automobiles, textiles, and renewable energy industries. Its investor-friendly policies, skilled workforce, and seamless logistics make it a top destination for high-value industries. A pioneer in ease of doing business, Gujarat also leads in renewable energy generation, hosting some of the world's largest solar parks.

Strong Fundamentals of Gujarat:

  • Gujarat accounts for 6% of India’s geographical area, 5% of its population, and 18% of the country’s industrial output, highlighting its economic significance.
  • Gujarat contributes 9% of India’s GDP, with a Gross State Domestic Product (GSDP) of approximately US$ 269 bn.
  • The state’s manufacturing sector forms 35% of its total GDP, making it a major industrial hub.
  • The state holds a 30% share in India’s total exports, reinforcing its position as a key trade and export hub.
  • Gujarat has attracted Foreign Direct Investment (FDI) worth US$ 63.2 billion between 2000 and 2024.
  • With around 3.5 Million+ MSMEs, Gujarat has a thriving ecosystem for small and medium enterprises.

Emerging Hub of Semiconductor Ecosytem:

Gujarat is the first State to have dedicated Semiconductor Policy in synergy with Govt. of India’s India Semiconductor Programme. It is envisaged by Govt. of Gujarat that Dholera will be developed as a “Semicon City” of the country. Under Govt. of India’s semiconductor program, 4 out of 5 semiconductor projects are being established in Gujarat including India’s first Semiconductor Fab with the investment of INR 91,000 Cr. by Tata Electronics at Dholera.

Administrative Set-up

Dholera Industrial City Development Ltd. (DICDL):

Dholera Industrial City Development Ltd is a Special Purpose Vehicle (SPV) formed as a Joint Venture by Government of Gujarat through Dholera Special Investment Regional Development Authority (DSIRDA) and Government of India through the National Industrial Corridor Development and Implementation Trust (NICDIT) which is set-up under National Industrial Corridor Development Corporation (NICDC).

DICDL has been formulated for the development of infrastructure, allotment of land and assuring utility services to the tenant.

Dholera Special Investment Regional Development Authority (DSIRDA):

DSIRDA is the governing body responsible for the planning, development, and regulation of the Dholera Special Investment Region (DSIR) in Gujarat. Established under the Gujarat Special Investment Region Act, DSIRDA oversees land pulling, development and execution of town planning schemes, frame development guidelines and approve development plans, ensuring sustainable growth, and positioning Dholera as a global destination for high-tech manufacturing and innovation.

NICDC (erstwhile DMICDC) has been formulated by Govt. of India to implement National Industrial Corridor Development Programme, which is aimed at development of futuristic industrial cities in India which can compete with the best manufacturing and investment destinations in the world. The same will create employment opportunities and economic growth leading to overall socio-economic development.

32 smart city projects are planned in 4 phases under 11 industrial corridors forming part of National Infrastructure Pipeline. Dholera Industrial City is the first and largest smart city node under Delhi Mumbai Industrial Corridor.
