ABCD Building
The Administrative and Business centre for Dholera, a remarkable structure serves not only as the administrative hub for implementing the visionary Dholera project but also as a center for innovation and excellence. City Integrated Operations Centre
The Central Integrated Operations Centre (CIOC) at Dholera Special Investment Region (SIR) is the command hub for managing the city’s smart infrastructure. Designed as the digital backbone of India’s first Greenfield Smart City, the CIOC integrates cutting-edge technologies to enhance urban governance, ensure real-time monitoring, and optimize city-wide services. The Central Integrated Operations Centre (CIOC) enables real-time surveillance, traffic and transport optimization, utility management, disaster response, and citizen-centric services. The CIOC exemplifies Dholera’s commitment to becoming a global benchmark for smart urbanization.

Road network & Utility corridor
Dholera's internal road network spans 72 kilo meters, featuring modern roads ranging from 18 to 70 meters wide. Designed for efficiency and sustainability, the network is supported by an advanced underground utility corridor that integrates power, ICT, piped natural gas, water supply, recycled water, effluent management, and stormwater systems. Enhancing urban mobility, the roads include pedestrian-friendly walkways, dedicated cycling lanes, lush green plantations, and a reserved corridor for future rapid transit—ensuring a smart, well-connected, and future-ready city.

Water Treatment Plant
At the core of Dholera’s water infrastructure is a 50 MLD Water Treatment Plant (WTP), utilizing conventional treatment and rapid sand filtration technology to produce high-quality potable water. Designed for scalability, the plant has the potential to be upgraded to 150 MLD, ensuring a future-ready water supply. Once treated, the water is stored and efficiently distributed across the Activation Area through a network of Mass Balancing Reservoirs and multiple Elevated Service Reservoirs (ESRs). This well-structured system ensures consistent water pressure and reliable supply across all sectors, including industrial, residential, commercial, and institutional zones.

Common Effluent Treatment Plant
Dholera is equipped with a state-of-the-art wastewater treatment system, ensuring environmental sustainability and regulatory compliance: • Common Effluent Treatment Plant (CETP) – Initial 20 MLD capacity, scalable to 60 MLD, designed to cater to a wide range of industrial sectors. • Sewage Treatment Plant (STP) – Initial 10 MLD capacity, expandable to 30 MLD, ensuring efficient treatment of domestic wastewater. Dholera’s fully integrated water infrastructure ensures a seamless supply and sustainable management across all sectors—industrial, residential, commercial, and institutional—making it a self-sufficient and future-ready smart city.

Sewage Treatment Plant
Dholera follows an integrated water management strategy, ensuring efficient resource utilization: • Treated potable water from the WTP is reserved for residential, commercial, and institutional use. • Recycled water from Common Effluent Treatment Plants (CETP) is prioritized for industrial consumption, reducing freshwater dependency.

Power Infrastructure
Dholera’s Activation Area is equipped with a robust power infrastructure developed by Torrent Power, featuring two advanced substations, including a 400/220 kV gas-insulated, SCADA-enabled substation. With a current distribution capacity of 500 MVA, scalable up to 1500 MVA, the city is built to support growing energy demands. A fully underground power distribution network, seamlessly integrated with the road infrastructure, ensures efficient, reliable, and future-ready power supply. Ensuring a seamless and reliable power supply, the infrastructure features underground power ducts integrated with the road network.

Canal Front
The 6.5 km long Canal Front at Dholera SIR serves a dual purpose—efficient stormwater management and a vibrant recreational and tourism hub. Designed to channel stormwater runoff while incorporating rainwater harvesting, the canal enhances urban sustainability. Lined with a green belt, it offers a scenic retreat for visitors, featuring spaces for art, culture, and public activities, making it a key attraction for both residents and tourists

DSIR is rapidly emerging as a next-gen industries destination
The journey of building the Dholera Special Investment Region (DSIR) can be described in one word: transformative. It formally began with the enactment of the Gujarat Special Investment Region (GSIR) Act in 2009, a pioneering legislative framework that enabled the planning, development and governance of large-scale industrial zones. Under this Act, Dholera was announced as the first and flagship SIR, envisioned as a Greenfield Smart City — a vision first articulated by Prime Minister Narendra Modi during his tenure as Chief Minister of Gujarat. Spanning over 920 sq km, DSIR is India’s largest greenfield urban development initiative.

Gujarat Semiconnect Conference Sees Rs 1.04 Lakh Cr Investment In Semicon Sector
The Gujarat Semiconnect Conference, held at Mahatma Mandir in Gandhinagar, witnessed the signing of eight major Memorandums of Understanding (MoUs) worth over Rs 1.04 lakh crore. In the presence of Chief Minister Bhupendra Patel, these agreements aim to boost semiconductor and electronics manufacturing in Gujarat, potentially generating thousands of jobs. The three-day event was attended by over 1,500 delegates and 250 exhibitors. Among the key agreements, Jabil India signed an MoU to establish a Silicon Photonics Manufacturing Unit in Gujarat with an investment of Rs 1,000 crore. This unit will produce photonics transceivers essential for AI, telecom, the Internet of Things (IoT) and smart infrastructure, creating approximately 1,500 new jobs.
Multiple MoUs signed at Gujarat semi-connect conference to propel semiconductor growth
Multiple Memorandum of Understandings (MoUs) were signed in the Gujarat semi-connect Conference, in the presence of Gujarat Chief Minister Bhupendra Patel on Wednesday. An MoU was signed with JABIL India company for establishing new Silicon Photonics Manufacturing Unit in Gujarat with an investment of Rs 1000 crore, according to a press release. This unit will focus on manufacturing photonics transceivers, which are essential data communication devices used in Artificial Intelligence (AI), Telecom, the Internet of Things (IoT), and smart-infrastructure. The investment is expected to generate approximately 1500 new employment opportunities.

Gandhinagar: In a move set to redefine the state's industrial landscape, chief minister Bhupendra Patel kicked off the Gujarat SemiConnect IESA Vision Summit 2025 on Wednesday and shared a compelling vision to turn Gujarat into a semiconductor hub. Held at the Mahatma Mandir Exhibition and Convention Centre in Gandhinagar, the summit saw a Rs 15,000 crore investment push to build a dynamic local-to-global value chain. The conference was marked by the signing of 10 strategic MoUs that will redefine the state's tech future.
Gujarat: Ahmedabad-Dholera Expressway Nears Completion, Full Details Inside
Gujarat’s 109-kilometre Ahmedabad-Dholera Expressway is almost finished, with 91 percent of construction completed. This Rs 4,500 crore project was expected to open by the end of January, as per Knocksense. It is being said that this will improve connections between Ahmedabad, Bhavnagar, and Dholera, India’s first greenfield smart city. At present, the journey of 169 km between Ahmedabad and Bhavnagar takes more than three hours. The new expressway will shorten this distance to 141 km, cutting travel time to just 1 hour and 45 minutes. The journey between Ahmedabad and Dholera will also be much quicker, dropping from 2 hours 15 minutes to just 40-45 minutes.
Dholera SIR to have school, hospital, fire station, desalination plant
Japan K Pathak, Gandhinagar: Dholera will get a fire station, school, hospital, desalination plant, and more in the next couple of years. Finance Minister Kanubhai Desai has, in the annual budget 2025-26, made several provisions to push infrastructure at Dholera. A Rs. 170 crore allocation is made to develop social infrastructure (hospital and school) at the Dholera Special Investment Region (SIR). A Rs. 25 crore allocation is made to develop a fire station at Dholera SIR. Sea dredging for land filling at Dholera SPR ( by DCI – Dredging Corporation India) will take place for Rs. 10 crore.
First-ever made-in-India chip from Tata Electronics gets a 'launch timeline'
Union Minister of Information and Broadcasting Ashwini Vaishnaw revealed that India's first "Made-in-India" semiconductor chip will be launched by September or October 2025. The announcement was made during a press conference in Bengaluru, where Vaishnaw highlighted the government's commitment to advancing the country's semiconductor industry. The chip, developed in collaboration with Tata Electronics and Powerchip Semiconductor Manufacturing Corporation (PSMC), will be produced at India's first semiconductor fabrication plant in Dholera, Gujarat. This initiative is part of the broader Semicon India program, which was approved by Prime Minister Narendra Modi in December 2021 with a total outlay of Rs 76,000 crore. AHMEDABAD: Department of Science and Technology Gujarat government has demanded substantial Rs 40,783 crore grants from the government of India (GOI) for the development of semiconductor industry in Dholera SIR region and Sanand near Ahmedabad in next six years.
